In practice, one house is not one heist, if that's what you were thinking. And then you'll have special missions pop up to do something specific in a specific house, like steal or break their big screen TV, which is tricky to not get caught carrying back to your car, etc. Many houses have difficult setups where somebody is always home, you have very limited time, and have to find a very narrow window of opportunity to get in, execute a very precise plan, and get out.

You usually can't just walk in and casually rummage through the whole house like a real thief could. Also consider that you usually can't hit everything in a house in one heist, often not even in two.
